In order to overcome the influence of environmental factors and random errors in the traditional data envelopment analysis (DEA) method, this paper selected 9 indicators and used panel three-stage DEA method to study the operation efficiency of urban employee pension insurance fund in 30 provinces (autonomous regions and municipalities directly under the central Government, except Heilongjiang Province) from 2011 to 2020. The results show that environmental factors have an impact on the operation efficiency of urban employee endowment insurance. The innovation of this paper lies in the exclusion of environmental factors through stochastic frontier analysis (SFA), so as to evaluate operational efficiency more accurately
