Based on the relevant education data of 31 Chinese provinces from 2015 to 2020, this paper selects the per capita general public budget for education as the response variable, the economic development level, the scale of higher education, the local government effort, the financial expenditure structure and the urbanization level as the explanatory variables. In this paper, the multi-level model is used to study the factors that affect the financial input in higher education. The results show that the local economic development level and the financial expenditure structure have a significant positive impact on the financial input of higher education, the scale of higher education has a significant negative impact on the financial input of higher education, and the local government effort and the urbanization level have no significant impact on the financial input of higher education.
